Issue Summary

In the Work Tree Strategy View, when attempting to expand the capability to view the Features underneath, the Expansion appears to be stuck and the user is unable to see the list of child Features underneath.

Steps to Reproduce

Navigate to the Work Tree
Select a Portfolio and PI in Tier 1
Click Extra Configs and enable Strategy View
Expand a theme to view epics underneath
Expand an Epic to view capabilities underneath
Expand a capability in an attempt to see the features

Expected Results

A list of child features should be seen.

Actual Results

The expansion appears to be 'stuck' and ever opens up so that the user can see the list of features underneath.

Running a HAR capture while this occurs shows that we are spending over a minute trying to complete calls to:
