Issue Summary

If you make a team inactive, when in viewing the Quick View slide out, of a Feature on the Program Board you CAN still assign work to inactive teams (including Objectives)

Steps to Reproduce

1. Go to Team - Manage - Teams.
2. Set an agile team to Active = No. (see attached screen shot)
3. Go to the Feature page, and create a feature for the team in the previous step.
4. Go to the Program Board, and click on a feature for any team (except the now inactive one.)
5. Assign the feature to the inactive team from step 2

Expected Results

The drop-down should only show active teams. 

The issue is only for the Quick Team view slide out.

Actual Results

The Feature works as expected.
The Program Board does allow you to assign a feature to the inactive team
