[JIRAALIGN-2052] Reording capabilities in backlog does not work when TIER1 is set to PI or Solution

Issue Summary

Order of Ranking in the backlog for capabilities does not work when the TIER1 filter is set to:

• a PI only
• a Solution only

Other TIER1 Context, such as Program or portfolio work as expected

Steps to Reproduce

1. Set a TIER1 filter with a single PI or a Solution 
2. Go to Backlog>Capability
3. Drag and drop or right-click to move a capability ranking
4. Refresh the page and notice the capability list reverting to its previous ranking
   
   
5. Select another TIER1, such as Program
6. Drag and drop or right-click to move a capability ranking
7. Refresh the page and notice the capability list keeping the new ranking 
   

Expected Results

The new ranking should be saved after the moves

Actual Results

The list reverts back to its original ranking
We could also notice that when the behavior works as expected (ranking saved) the har file show the action (ids as example)

 ./AjaxFiles/AjaxPrioritize?ActionType=11&saveType=43&rankType=8&ObjectID=43 

This is noticeable after a successful drag and drop
However, on a case where the capability list reverts to its original position, we could notice that nothing happens when performing drag and drop

Workaround

Currently there is no known workaround for this behaviour. A workaround will be added here when available
