[JIRAALIGN-2047] Jira Connector: Non Active Teams Can Sync/Map to New Boards

Issue Summary

If a team isn't active in Jira Align and has been decommissioned/archived this team can still map to Jira Boards.

Steps to Reproduce

1. Step 1 - Ensure a team is deactivated
2. Step 2 - Map a new board that either has the same name as the deactivated team or enter the deactivated team's name in the team field.

Expected Results

Deactivated teams should not appear in dropdown for selection. If it's an existing mapping, then the team is deactivated, maintain the relationship.

Actual Results

We map new boards to deactivate teams if the names are similar or if users type the team name in the team field.
