[JIRAALIGN-2041] WIP: Stats on Capabilities do not appear in the report

Issue Summary

WIP: Stats on Capabilities do not appear in the report.

Steps to Reproduce

1. Login
2. Create Portfolio with enabled Capabilities.
3. Create Program and PI.
4. Create Value Streams for Epics and Capabilities.
5. Create a few Epics and Capabilities.
6. Move Epics and Capabilities through Process Steps. Accept a few of them.
7. Go to the WIP report.
8. Switch to Value Streams view.
9. Select Epic and Capability Value Streams.
10. Check if Stats appear for Capabilities.

Expected Results

Stats appear for Capabilities(Cycle time, throughput etc shows data)

Actual Results

Stats do not appear for Capabilities.
They do appear for Epics, so we need to apply the same logic for Capabilities.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
