Issue Summary

Push/Pull rank to external system doesn't work for kanban teams

Steps to Reproduce

There should be a Kanban project in Jira configured and synced with Jira Align. The project should have a backlog of stories that are synced as well. Ranking of the stories should be different in Jira and in Align.

1. Open Jira Align Story Backlog 
2. Set the Program related to the Jira Project from preconditions in the context menu
3. Set 'Select All' in PI context menu
4. Select the Kanban team in the respective field
5. Expand the PI swimlane
6. Click 'Pull Rank from external system'
7. Wait until the sync is complete
8. Compare the rank of items in Jira and In JA Backlog

Expected Results

Rank in Backlog changed and corresponds to rank in Jira

Actual Results

No changes are applied to ranking in Backlog

Workaround

Rank the work items manually
