Issue Summary

Roles: Programs grid is not limited to Programs user has access to

Steps to Reproduce

1. Login
2. Create a Role with enabled Programs in the Administration section. Assign any user to this role.
3. Assign this user to any Program.
4. Login as this user.
5. Go to the Administration>Programs.

Expected Results

Only the Program user is assigned to is listed.
+ If the user is assigned to any Portfolio Team all programs that are under this Portfolio should appear.

Actual Results

All programs from the entire application are listed.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
