Issue Summary

Objectives quick add feature button is enabled for roles that do not have a "add" feature permission.

Steps to Reproduce

1. Turn off "Add" feature for a particular role.
2. Login using a user with the role configure in step 1.
3. Navigate to Objectives and open an existing one.
4. Scroll down to Feature section.

Expected Results

Users should not be able to Add a new feature.

Actual Results

"Add" button is enabled and users are able to add a new feature.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
