Epic/Capability Planning: Report is not honoring 'Display Week Estimates In' setting

Steps to Reproduce

1. Login.
2. Go to Administration>Platform>Portfolio.
3. Change 'Display Week Estimates In' setting to Member weeks.
4. Go to the Epics or Capabilities grid.
5. Open any Epic or Capability.
6. Click on Epic/Capability planning.
7. Check what is populated in the report.

Expected Results

Estimates should be displayed in Member Weeks.

Actual Results

Some Estimates are in Team Weeks, Some are in Member weeks. And the label is 'Team / Member Weeks'
