[JIRAALIGN-1990] Backlog Ranking: Sorting the Epic Backlog by Global Portfolio Rank displays odd "shadow" Global Portfolio Rank pointers.

Issue Summary

Backlog Ranking: Sorting the Epic Backlog by Global Portfolio Rank displays odd "shadow" Global Portfolio Rank pointers.

Steps to Reproduce

a. Make sure Mastertoggle #43 is turned on - Show parent ranks
b. Go to the Epic Backlog page
c. Turn on columns for Portfolio Rank and Program Rank
d. Set tier 1/config bar to a Portfolio, leave PI blank (unsure if this matters, but it's wha I did...)
e. Click on the Global Portfolio Rank column to sort that column and ignore the pop-up Apply the rank. (don't click it, or the sort goes away, just ignore it)
f. Click it sort again.
g. Scroll up and down on the list, pausing to hover over any portfolio rank #. The black pop-ups for Global Portfolio Rank persist. See screen shot (backlog issue 2.png) and attached video (backlog issue 2.mov)

SA's Note: Not sure how important these are, since they require a mastertoggle to get the fields causing the problem?

Expected Results

Not to display previous click's odd "shadow" 'Global Portfolio Rank' pointers.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available

Fix is in OOFunctions.asp so it affects whole application.

  Issue is reproduced in containers which have Tooltips and there is a way to reload container by AJAX without reloading whole page. Reload container and move mouse to the elements to get tooltips visible. Tooltips will be visible after container reloaded.
