Issue Summary

Filters in "Mass Delete" and "Mass Move" have inconsistent requirements

• In Mass Move, the filter won't show results if no program is entered

• In Mass Delete,the filter will    show results if no program is entered

The Mass Update view, to actually show the result, requires that the program is set.

 

The behavior between both filters can be misleading.

Steps to Reproduce

1. Go to Stories
2. Select Action-Mass Move
3. make a selection of Object (Story), PI (Given PI) 
4. Observe the result and hit "Mas Delete" to compare

Expected Results

Result is common to both Mass Move and Mass Delete views (either Display result, or no display at all if no program is selected)

Actual Results

Result in a no program selected context is different between the two views

Workaround

The workaround in Mass Move is to select a program to display the results
