Issue Summary
When using a Jira Align environments that are running 10.77 there is bug that prevents Features from showing up on the Roadmap report for users that don't have super admin (role 9) system role permissions.
- Features are seen via the grid view and backlog view
- There is a 500 error visible when reviewing the developer tools console logs

Steps to Reproduce
Step 1 - Ensure that your system role isn't Super Admin
Step 2 - Ensure that your system role has all permission to view the roadmap (Roadmap system toggle & Program Increment System toggle)
Step 3 - Ensure your user profile is associated with a program were features were created and associated with program increments
Step 4 - Login and view the feature grid (Take note of the number of features)
Step 5 - View the roadmap (by feature & feature by epic)
Expected Results
Features should show up on the roadmap view
Actual Results
Features aren't showing up on the roadmap view for non super admin (role 9) users
