Portfolio Room: Theme Burnup 500 Error (will not load)

Issue Summary

When filtering Tier One with a portfolio and multiple PIs Theme burnup doesn't render (500 error). 

Steps to Reproduce

1. Step 1 - Set tier one to a Portfolio and 2 program increments
2. Step 2 - Next run portfolio room report

Expected Results

PDM - Will determine the expected results for this report

Actual Results

Theme burnup doesn't load

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
