Test Sets: Unable to create/load a test set - (response buffer limit reached)

Issue Summary

Test sets are unusable to some customers due to the volume of test cases

Steps to Reproduce

1. Make sure you have ~175,000 test cases
2. Navigate to Test Sets
3. Select any Test Sets

Expected Results

The selected Test Set should load.

Actual Results

The selected test set fails to load and an HTTP response 500 returned. The logs will indicate a response buffer limit was reached.
