[JIRAALIGN-1911] Forecast: Forecast information is not reset when moving Epic/Capability to a different PI

Issue Summary

Forecast: Forecast information is not reset when moving Epic/Capability to a different PI

Steps to Reproduce

1. Login
2. Create Epic, set PI and Program
3. Go to Forecast tab
4. Set Total value for program 0 and set some value for any team
5. Save Forecast
6. Change Program for that Epic
7. Go to Forecast Page (Team View)
8. Check Team value

Expected Results

Used capacity shows 0. Estimates on the Forecast tab should be reset when moving Epics between PIs

Actual Results

Used Capacity shows the value from Step 4. It is not reset.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
