[JIRAALIGN-1902] Dependency from an unrelated program show up in the Program room and dependency Grid

Issue Summary

Dependencies are appearing in the Program Room that have no relation to the selected Program and Teams.

Steps to Reproduce

1. Navigate to the Program Room, with a Program and PI defined in Tier 1.
2. Check the Dependency card in the Program Room.
3. Also navigate to the Dependency grid with the same program and PI Tier 1 definitions.

Expected Results

Only dependencies relevant to the Program / PI should be visible.

Actual Results

Several Dependencies are listed that do not seem to have any relation to the Program / PI selected from Tier 1.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
