Objective: Performance - Over 20 seconds to complete the creation of objective milestones

Issue Summary

While creating objectives, users are encountering latency issues.  

Steps to Reproduce

1. Step 1 - Navigate to objective grid
2. Step 2 - Create an objective

Expected Results

The Objected is created withing 2 seconds of 'save/close'

Actual Results

Creating objectives is taking 20+ seconds to create.
