      Issue Summary

      Work tree "Program Increment Dashboard" links to old Program Tracking report. 

      Steps to Reproduce

      1. Navigate to Work tree 
      2. Notice Program Increment Dashboard link under "Days Left" for each program block
      3. Click the link
      4. See old report

      Expected Results

      Program Increment Dashboard link under "Days Left" should be completely removed

      Actual Results

      Program Increment Dashboard link under "Days Left" is active and visible
