Issue Summary

Tooltips are useless or misleading for the Capacity column on forecast view

Steps to Reproduce

1. Go to either Agile by Group or Agile by Team
2. Hover over the Program Capacity header
3. Notice discrepancies

Expected Results

Hover-over for top value should say "Capacity allocated"

Hover-over for bottom left value should say "Capacity remaining"

Hover-over for bottom right value should say "Total capacity"

OR, 

when buffer is applied to capacity in plan capacity modal:

bottom left value says "Buffer is applied to this Program's remaining capacity"

bottom right value says "Total capacity"

Actual Results

Top value says "a total demand allocated for program"

bottom left value says "[capacity remaining #]"

bottom right value says "Buffer is applied to to this Program's Capacity [total capacity #]"
