      Issue Summary

      On forecast view, the % capacity tooltip is confusing

      Steps to Reproduce

      1. Go to either Agile by Group or Agile by Team
      2. Hover over "% Capacity"

      Expected Results

      Should say "Capacity allocated to this Epic / Total Program Capacity * 100"

      Actual Results

      <Much more lengthy, confusing tooltip...
