Issue Summary
On forecast view, the % capacity tooltip is confusing
Steps to Reproduce
- Go to either Agile by Group or Agile by Team
- Hover over "% Capacity"
Expected Results
Should say "Capacity allocated to this Epic / Total Program Capacity * 100"
Actual Results
<Much more lengthy, confusing tooltip...
