      Issue Summary

      Apply backlog rank on forecast UI is messed up

      Steps to Reproduce

      1. Go to forecast
      2. Go to Agile by Group or Agile by Team view
      3. Click on "Apply backlog rank"

      Expected Results

      In the dropdown, the order of the ranks from top-bottom should be:

      1. Portfolio and Program Increment Rank
      2. Progarm and Program Increment Rank
      3. Global Rank

      Display the available rank values beneath each header in the dropdown

      Also, the UI s wonky, the headers are too close to the left hand side of the dropdown, should have more space

      Actual Results

      Rank order is upside-down and the UI is wonky...
