[JIRAALIGN-1865] filters (top and in-page) are not working, or inconsistent

Issue Summary

• drop-down filter menu does not appear in some pages
• Selection of Release/PI not possible from drop-down menu. The top filter must be set to the correct PI to show the result. 

Steps to Reproduce

1. go to test environment: ac10xm2
2. go to page: Investment by Theme
3. Top filter not set to a PI: no items showing in the drop down menu
   
4. Top Filter set to a PI: No change/selection allowed in drop down menu, but the selected on appears
   

• in Original case, the user could not even see the the filter in pages, I could not reproduce it on this specific page, but it exists in other pages (the same previous behavior also applies)

Expected Results

If the top filter context is not set, the selection should still be available in the pages users visit.

I.E. If the PI is not set on top filter, I would need to still select a PI from a program I am navigating to; the drop-down menu should show me the choices available

Actual Results

If the filter is not set on the top context filter, no option is proposed to "no data" message is shown.
