[JIRAALIGN-1859] Backlog: The Kanban Value Stream view should not render for deactivated Value Stream

Issue Summary

Kanban Value Stream view should not render for deactivated Value Stream

Steps to Reproduce

There should be Epic level Developmental Value Stream containing data. The Value Stream should be set to Inactive.

1. Open Epic Backlog
2. Navigate to the Kanban Process Step View

Expected Results

The view does not render since the Value Stream is inactive. Instead, show show empty state "
No Value Streams defined for this level (Click here to set this up)" (this empty state already exists)

Actual Results

The view renders normally, the work items are visible in the correspondent collumns

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
