[JIRAALIGN-1855] Roadmap: Failed to load if a program/portfolio has more than 400 teams

Issue Summary

Roadmaps fails to load if it's trying to generate a roadmap for a program with more than 400 teams.

Steps to Reproduce

1. Set your T1 filter to Program/Portfolio and Release
2. Make sure that your program has more than 400 teams assigned to it.
3. Navigate to Roadmaps

Expected Results

Roadmap should load successfully

Actual Results

Roadmap fails to load and a 404 exception is caught.

GET /privateapi/roadmaps/releases returns a 404

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
