[JIRAALIGN-1846] Roadmaps: No data loaded (403 error)

      Issue Summary

      In v10.75, users are encountering issues regarding roadmaps not loading. These users are able to load the roadmaps in previous versions.
      So far this affects loading Feature roadmap. 

      Steps to Reproduce

      1. Set your T1 filter to Portfolio and PI/Release
      2. Navigate to Roadmaps

      Expected Results

      Roadmaps should load successfully

      Actual Results

      No data loaded

      Workaround

      In v10.75, it seems like mind maps needs to be enabled to load these roadmaps successfully.
      Enable either of the following mind maps toggles on the affected role:

      • Enterprise > Manage > Mind Maps
      • Products > Ideas > Mind Maps

            We closed an another ticket with this fix. However, I don't feel both items have been resolved. 

            1. ALIGNSP-5369 is still an open issue.    I'm looking at Honeywell and Fidelity both who use the solutions layer and the roadmap isn't showing the correct level of detail.   We're not seeing the capabilities roadmap as would be expected at the solutions layer.  When looking at the solution layer the roadmap asks for a single program to view.  This is contrary to looking at the solution. We should be able to look across solutions at capabilities.

            I can confirm the the proposed work-around works in 10.76 (currently test).

            Will a non work around solution be implemented?
