Issue Summary

Creating a task user can save task hours as (.25). After the task is created when users try to modify the task, they receive an error that the hour's field is an invalid value.

Steps to Reproduce

1. Step 1 - Create task set hours to .25 
2. Step 2 - Modify the owner field click save
3. Step 3 - Notice error

Expected Results

PDM reviewed: Users should be able to save task hours as (.25), but system should automatically add 0 before point (0.25).

Actual Results

Users can save an invalid value for hours during the creation of a task, but when the task gets modified users will receive an error.
