Issue Summary

Both Capability and Feature maps button actions are linked to Story Maps "Save" button action. This is unclear and confusing for the users to why story maps needs to be enabled.

This needs to be separated because there are cases that customers disables story maps but allow feature/capability maps n some roles.

Steps to Reproduce

1. Disable Story Maps > Save toggle
2. Enable Feature/Capability maps
3. Navigate to either Feature/capability maps
4. Try to modify the mapping like adding a column/row.

Expected Results

Users should be able to modify capability/feature maps because it's enabled in their role.

Actual Results

Permission error. Users are not able to modify a feature/capability map unless they also enable story maps>save toggle.

Workaround

Currently, Story maps > Save toggle needs to be enabled to a role for it to modify Capability/Feature maps.
