Issue Summary

Since all the states are unique for each NextGen Jira project - the 'Update All Jira Projects' button on JA to Jira state mapping doesn't make sense, should be inactive with the message on hover explaining the reason the button is inactive

Steps to Reproduce

There should be NextGen Jira project configured and synced with Jira Align

1. Open Jira Align -> Admin -> Jira Settings -> Manage Projects tab
2. Click on State Mapping next to any NextGen project
3. Select the work item
4. Validate if the 'Update All Jira Projects' button is inactive 

Expected Results

1. The 'Update All Jira Projects' button is inactive.
2. There is a message on hover explaining why the button is inactive.
3. When navigating to state mapping for the non-NextGen project and clicking the 'Update All Jira Projects' button - there should also be a message stating the NextGen projects will not be updated
4. PdM: Please provide the correct wording for the messages

Make the state mapping for each NextGen project manually
