[JIRAALIGN-1768] Objective Tree (Labs) -Objectives Tree List View Hierarchy "Solution Level" For Portfolio's That Don't Have Capabilities Enabled

Issue Summary

Solution level objective tab shows under portfolio's that don't have the solution level enabled. This also causes the hierarchy issues when attempting to view the full hierarchy under the levels that include solution objectives. 

Steps to Reproduce

1. Step 1 - Create a complete hierarchy of objectives and parent them accordingly for every level except solution since the solution layer isn't enabled for the selected portfolio 
2. Step 2 - Next view each tab and the created objects all the way down to the lowest level/child level 

Expected Results

The solution tab shouldn't show for portfolios that haven't enabled the solution layer along this includes the traceability when parenting objectives. And, the full hierarchy should still render regardless of whether or not solution level objects are created. 

Actual Results

Solution level causes the full hierarchy to not show if solution level objects aren't created. When there shouldn't be a solution level if users haven't enabled them.
