Issue Summary

A capability is displayed in Forecast view even if that capability is not linked with the program filter.

Steps to Reproduce

1. Create a multi-program Epic with PI
   #*Epic Primary Program: Program A
   • Epic Secondary Program: Program B
2. Create a child multi-program capability under that Epic with PI
   • Capability Primary program: Program A
   • Capability Secondary Program: Program B
3. Open the Epic created in Step 1 and remove the secondary program: Program B
4. If you open the child Capability, you will notice that the secondary program "Program B" is also removed.
5. Now set your T1 filter to Program B with PI
6. Navigate to Forecast
7. Set View By: Capabilities and View Type: Agile by Group
8. Observer the report

Expected Results

The child capability is not displayed in the Forecast report because it's not part of Program B.

Actual Results

The child capability is displayed in the Forecast report even though it's not part of Program B.

Workaround

1. Add back the removed program from the epic (Program B).
2. click Save
3. Navigate to your capability and add back the removed program (Program B).
4. click Save
5. Now, remove the readded program (Program B)
6. click Save
7. Back to your epic and remove again the readded program(Program B).
8. click Save.
9. Your Forecast now will not display the unexpected capability.
