[JIRAALIGN-1747] Theme: Programs list is not filtered by Users access

Issue Summary

Theme: Programs list is not filtered by Users access

Steps to Reproduce

1. Login
2. Create a user that has access to a few Programs.
3. User should have access to Themes(Add/Edit)
4. Login as a User from Step 2.
5. Go to the Themes grid.
6. Click Add Theme.
7. Check the list of Programs.

Expected Results

Programs list for Theme should work in the same way as for the Epic. What should appear there:

Programs user is a member of;
Parent Programs for Agile Team user is a member of;
Child Programs for the Portfolio Team user is a member of.

This should work both for Public and Private Portfolios.

Actual Results

The user sees all Programs across the entire application.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
