[JIRAALIGN-1743] Column name "Development Step" should read "Developmental Step" in Capabilities grid

Issue Summary

Column name Development Step should read Developmental Step in Capabilities grid

Steps to Reproduce

1. Browse to Details Panels Settings page
2. Select Portfolio, then Capabilities
3. Enable Developmental Step toggle
4. Select Portfolio at Tie1 filter options
5. Browse to Capabilities grid
6. Click Columns Shown button
7. Enable Developmental Step toggle
8. Click Save button to commit changes
9. Notice Development Step showing up as the column name in the grid

Expected Results

• Column name should read Developmental Step consistently throughout the application

Actual Results

• Column name reads Development Step

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available.
