      Issue Summary

      Scope change report: Report ignores Program assignment for Cancelled features.

      Steps to Reproduce

      1. Login
      2. For any Release that is assigned to a few Programs create a Feature and Assign it to the Release and any Program.
      3. Cancel this Feature.
      4. Go to the Release Scope change.
      5. Set the Context Menu to the Program Feature from Step 2 is not assigned to and select Release feature is assigned to.
      6. Check the report.

      Expected Results

      The Feature doesn't appear.

      Actual Results

      Feature appears.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
