[JIRAALIGN-1739] Defect: Estimate section doesn't appear when only Points OR Hours OR Remaining(hr) field is turned on in the Page Configs

Issue Summary

Defect: Estimate section doesn't appear when only Points OR Hours OR Remaining(hr) field is turned on in the Page Configs

Steps to Reproduce

1. Login.
2. Go to the Administration>Details Panel Settings>Any Portfolio>Defects.
3. Turn off Hours and Remaining(hr).
4. Turn on Points.
5. Save.
6. Open Add Defect Panel and select Program that belongs to the Portfolio from Step 2.
7. Check the form.

Expected Results

The Estimate section appears with points field visible.

Actual Results

The entire section is hidden until Points, Hours, and Remaining(hr) fields are turned on in the Page Configs

Workaround

To turn on all fields.
