Issue Summary

From the help: The Estimation Trend (Program Planning Accuracy) report compares the cumulative planned versus actual for both effort (Story Points) and value (Business Value Points) over a specified period.  The report displays the data in the form of a bar chart grouped by time period.  It is beneficial to review the report regularly to assist in making future work commitments and identify any negative trends early. 

Finding that various locations of planned vs accepted us different calculations and the counts don't align.

Steps to Reproduce

1. Step 1 - Navigate to a recently completed PI that has enough historical data setup (team sprints, completed work, planned work prior to sprint starts & metrics showing on the sprint report)
2. Step 2 - Compare the following reports and the planned vs accepted 
   1. Estimation trend Report
   2. Program Increment Scope change Report
   3. Sprint Report (M1 Report)

Expected Results

On estimation trend report:

1. Points planned = SUM LOE on accepted stories assigned to all tier 1 filters.

• Include orphan stories planned for tier 1 PI 
• Exclude misaligned sprint stories (stories with sprints that do not belong to tier 1 PIs)

2. Points accepted = SUM LOE on accepted stories assigned to all tier 1 filters.

• Include orphan accepted stories planned for tier 1 PI 
• Exclude misaligned sprint stories (stories with sprints that do not belong to tier 1 PIs)

For second chart: 

3. Update label to say "Value Points planned" and "Value Points accepted"

4. Value Points planned = SUM LOV on accepted stories assigned to all tier 1 filters.

• Include orphan stories planned for tier 1 PI 
• Exclude misaligned sprint stories (stories with sprints that do not belong to tier 1 PIs)

5. Value Points accepted = SUM LOV on accepted stories assigned to all tier 1 filters.

• Include orphan stories planned for tier 1 PI 
• Exclude misaligned sprint stories (stories with sprints that do not belong to tier 1 PIs)

6. If no PI selected in Tier 1, show an empty state saying "Please select a Program Increment(s) in the Configuration bar."

Actual Results

We are seeing multiple reports that have different planned or accepted counts.

No workaround for this issue.
