Issue Summary

Capabilities Grid : Unable to filter by Owner's name if user name contains apostrophe character

Steps to Reproduce

1. Browse to Capabilities grid
2. Assign Capability to any user (Owner) that contains an apostrophe character on its name; e.g. O'Hare
3. Set search filter by Owner's name
4. Notice the red toaster error message is thrown:

   There are no records that meet the selected criteria.

Expected Results

• Filter should work regardless of user name's punctuation or diacritical marks

Actual Results

• No results are returned despite existing work items assigned to the affected user
• A red toaster error message is thrown:

  There are no records that meet the selected criteria.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available.
