Issue Summary

Roadmap: Features bars snaps to the entire PI when accessing the Roadmap for the first time

Steps to Reproduce

1. Create a new Super Admin user.
2. Login as this user.
3. In the context menu select Program and PI with Epics and Features under the Epics. features should have target Start and Target Completion Sprints.
4. Go to The Roadmap.

Expected Results

Feature bars are starting at Target Start Sprint and ends at target Completion Sprint.

Actual Results

Feature bars are snapping to the entire Release.

Workaround

Change view to the Features view and back to Feature by Epic view.
