[JIRAALIGN-1715] GOALS - Cannot add more than 10 snapshots inside a goal/strategy item

Issue Summary

On a "fresh" goal, the drop down menu appears and should allow you to select snapshot items, up to a certain amount of snapshots selected.

I have tested the same scenario, and it seems that after 10 items the system does not allow further addition. 

Steps to Reproduce

1. Go to "goals"
2. Select one goal, the quickview menu appears
3. add up to 10 snapshots
4. try adding an additional one
   -> the dropdown menu stop showing and we cannot select further snapshot 

Expected Results

The dropdown menu should appear and allow additional selection beyond 10 items

Actual Results

Drop down menu appears at al 10 first snapshot and stops appearing beyond 10 items...
