[JIRAALIGN-1704] Process Step Cycle Time Report: Date range error when using dd-mm-yyyy formatted dates

      Issue Summary

      When viewing the Value Stream Process Step Cycle Time Report with a browser configured for non-US formatted datetime, a toaster is shown warning the user to select a date range within one year even though the selected date is within a year. This subsequently prevents the graphs from loading.

      Steps to Reproduce

      1. Using Chrome as an example, go to Settings, Advanced, Languages, and set English (UK) as the Chrome display language.
      2. Restart the browser to pick up the change.
      3. Navigate to <site>.agilecraft.com/ProcessStepCycleTime
      4. Select a date range that is within a year

      Expected Results

      The report should load so long as the date range is within a year.

      Actual Results

      A toaster is displayed warning that the date range must be within a year

      Workaround

      Set the Chrome display language to "English". This, however, has the side effect that dates are displayed in US format (mm/dd/yyyy)
