[JIRAALIGN-1690] Points / Hours setup doesn't do anything

Issue Summary

Under Platform settings > Team, Points to hours conversion modal does not appear to be hooked up to anything so is very confusing. 

Steps to Reproduce

1. Go to platform > team settings
2. Configure points to hour conversion
3. notice know of the reports change

Expected Results

Some sort of impact on any report with this configuration – need dev to confirm that is not hooked up

Actual Results

Nothing happens
