Issue Summary

When users navigate to the Value Stream Page with a Tier One filter set, they would expect the list of Value Streams to be filtered in accordance with the Tier 1 filters. The actual result is that ALL value Streams are shown. This is a concern for large customs as the have to add overload the name column to serve this purpose.

Reproduces on sa-allanm.agilecraft.com (internal instance)

Steps to Reproduce

1. Log in and navigate to the Value Streams page.
2. Set the Tier 1 filter. In this case, we used a Portofolio.

Expected Results

The Value Streams should be filtered by criteria applicable to the tier 1 filter.

Actual Results

All value streams are listed, regardless of the filtering in place. Look particularly at the Program column and you will see several programs listed that aren't affiliated with the Portfolio.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
