[JIRAALIGN-1684] Functional Area assignment to Value Stream Process Steps not filtered by Program

Issue Summary

When setting up a Value Stream's Process Steps, users expect the list of candidate Functional Areas to be filtered down to those that are assigned to the Programs for which this Value Stream is applicable. The Actual Result is that all Functional Areas are shown.

This reproduces on sa-allanm.agilecraft.com (internal insance), running version 10.74 but also affected 10.73

Steps to Reproduce

1. Log in and navigate to Value Streams
2. Ensure a Portfolio is defined in Tier 1
3. Edit or Create a new Capability-level Value Stream
4. Click the Proces Step tab
5. Quick add a new process step or edit an existing one.
6. On the process step, click the drop down to select a Functional Area.

Expected Results

The list of candidate Functional Areas to be filtered down to those that are assigned to the Programs for which this Value Stream is applicable.

Actual Results

All Functional Areas are listed.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
