Issue Summary

Estimation: Page allows user to estimate work items from Programs the user has no access to

Steps to Reproduce

1. Login as a non-super Admin user that is assigned to several Programs. 
2. Go to the backlog. 
3. Click on the Estimate button. You should be landed on the Estimate page. 
4. Reset context menu. 
5. Check the list of PIs and Programs. 
6. Select any PI and Program user has no access to. 
7. Try to change estimates for several work items. 

Expected Results

PIs and Programs dropdowns are populated with only PIs and Programs user has access to

Actual Results

All PI and all Programs across the entire application are listed. The user is able to set and update the estimate for any work item. 

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
