[JIRAALIGN-1668] Details panel settings: Selection of the capability work item resets the portfolio selection

Issue Summary

Selection of the capability work item resets the portfolio selection

Steps to Reproduce

1. Open Admin > Details Panel Settings
2. Select Portfolio that has the Capabilities enabled
3. Select Capability work item

Expected Results

Both Portfolio and Capability are selected in the respective drop-downs

Actual Results

When the user selects Capability - the Portfolio selection is wiped out

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
