Issue Summary

The Backlog Orphan objects page ('No Release Vehicle' section) filters the RVs based on the PI selected in the drop-down on the same page. This is inconsistent because the application allows users to map the work items to any RV available in the system on the work item edit panel.

Steps to Reproduce

There should be features without the Release Vehicle assignment in the system. Features should be assigned to Program1 and PI1. There should be 2 release vehicles in the system, RV1 should belong to PI1, and RV2 should belong to PI2.

1. Open feature backlog with Program1 and PI1 selected in the context menu
2. Open 'Orphan Objects' section
3. Select PI1 in the opened panel
4. Navigate to the 'No Release Vehicle' section and expand it
5. Select the RV2 in the drop-down

Expected Results

Show all RV that the user has access to by program or team association. 

Actual Results

The list of RVs is filtered by the PI selected in the dropdown on the top of the panel. This is inconsistent as the application doesn't limit the RVs in the object edit panel.

Workaround

We can suggest to either to update the work items manually, and if there is a greater volume of the items needing the update - use the import/export functionality.
