[JIRAALIGN-1666] Roadmap: 'Feature by Epic' option is available when viewing Program that has Capabilities enabled

Issue Summary

Roadmap: 'Feature by Epic' option is available when viewing Program that has Capabilities enabled

Steps to Reproduce

1. Login
2. In the Context menu select Some Program that is linked to the Portfolio with enabled Capabilities. Select some PI.
3. Go to the Roadmap.
4. Expand Work dropdown.

Expected Results

'Feature by Epic' option is not visible, as in Program with enabled Capabilities it is not bringing any value.

Actual Results

'Feature by Epic' view is available.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
