Issue Summary

Program Tracking: Action Items are not filtered by the selected Program

Steps to Reproduce

1. Login.
2. Go to The Program Tracking report.
3. In the Context Menu select Program and PI. PI should be assigned to a few Programs.
4. Click on Add Action Item.
5. Set PI to PI from Step 3 and Program that is not selected in the Context menu.
6. Save.
7. Refresh the Report.

Expected Results

Action item doesn't appear in the report as it is not aligned with the Context menu.

Actual Results

Action item appears.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
