Issue Summary

The Epic by progress report only shows metrics for primary programs and it doesn't include additional programs. This is misleading when users view the total number of Epics on the Epic grid.

Steps to Reproduce

1. Step 1 - Add a number of epics to a program, be sure to make some epics primary program epics and some additional program epics
2. Step 2 - Run the Epic progress report
3. Step 3 - Notice that only the primary program Epics are shown on this report

Expected Results

We should be including primary and additional programs 

Actual Results

This report only includes primary programs
