Issue Summary

Features: It is possible to assign Feature to PI that is not selected for Parent Epic

Steps to Reproduce

1. Login
2. Create Epic. Set Release to the Unassigned Backlog.
3. Create Feature, don't assign it to Parent Epic and Release.
4. Open Feature.
5. Select Epic from Step 2 as a parent.
6. Select any available Release.
7. Click Save.

Expected Results

The epic is allowed to be in unassigned backlog, but on the feature panel, it should show warning message of misalignment

Actual Results

Epic is still in Unassigned Backlog and feature is assigned to Release.
The same behavior is reproducible when Epic is assigned to Release.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
