[JIRAALIGN-1587] Release/PI: Program field resets after an error/warning

Issue Summary

When a user missed a field in creating a Release/PI, this will prompt a warning message. Every time this happens, the Program field is cleared forcing the user to enter it again.
 

Steps to Reproduce

1. Create a Release/PI
2. Enter the necessary details and leave one mandatory field blank like Description.
3. Click save and a warning message appears

Expected Results

It should not clear the Programs field after the warning/error message.

Actual Results

The Programs field is cleared.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
